Thank you ladies and gentlemen.

I am Kim, Hyun Uk the Executive Vice President of the National Unification Advisory Council, Korea.

Let me start to say my appreciation to Chairman Ahn, Hong Joon of the Foreign Affairs, Trade and Unification Committee at the National Assembly for his cordial congratulatory address.

I am very grateful to have many famous Korean and foreign leading figures at this international conference.
Let me introduce them in brief.

We have Mr. Christopher R. Hill, former US ambassador to Korea, as a keynote speaker. Also, Dr. Yang, Xiyu, senior research fellow at CIIS in China is here to provide a special lecture.

Mr. Bruce Klingner at Heritage Foundation in USA, Prof. Alexander Fedorovskiy at IMEMO in Russia , Prof. Zhu, Feng at Beijing University in China, and Prof. Hiraiwa, Shunji at Kwansei Gakuin University in Japan are here to deliver their papers. I look forward to listening to their farsighted analyses and policy recommendations.

Prof. Yoo, Ho Yeol at Korea University and Prof. Chang, Dal Joong at Seoul National University will preside each session.

For discussants, we have Prof. Takesada, Hideshi at Yonsei University, Mr. Bhang, Hyung Nam at Donga Ilbo, Prof. Um, Jong Sik at Yonsei University, Mr. Peter Beck at Asia Foundation, Dr. Baek, Seung Joo at KIDA, Prof. Kim, Heung Kyu at Sungshin Women's University and Dr. Jin, Chang Soo at the Sejong Institute.

I am really honored to deliver this opening address.

The National Unification Advisory Council hosts this conference to estimate current Korean policies toward North Korea and to seek for appropriate policy directions in coming years.

The Lee Myung Bak Government has kept trying to promote East Asian peace and stability through its North Korea policies. The Government also has expended its efforts to cooperate with USA, China, Japan, Russia and other countries, whether it locates near or far.

International cooperation to change North Korea to be a decent member of the international community is extremely critical for international peace and prosperity, and so will it be until we complete our mission.

I expect the experts from four countries to exchange their views, state policy positions, and prospects regarding North Korea, and to discuss a way to tighten Korean Peninsular's security.

There have been turbulent political changes in a considerable number of countries in Europe, Middle East, and Africa. The US will hold a presidential election on 6 November; China will finalize Xi Jinping's seize power in early November; and Korea is going to have a presidential election on the nineteenth of December.

The concurrence of leadership changes in concerned countries will bring in a change in political, economic, and security configurations in Northeast Asia. Each and every member countries, including Korea, would revise its Korean Peninsular policy.

New leaders should pursue their national interests without sacrificing peace. President Lee Myung Bak made clear at the US joint-legislature meeting on the thirteenth of October, 2011 that Korea will activate inter-Korean economic cooperation based on the peace of the Korean Peninsular, and will achieve peaceful unification through co-prosperity.

Some neighboring countries may suspect that a unified Korea would shake the balance of power in Northeast Asia, leading to a regional instability.

I am certain that the unified Korea will not threaten any country's security. The unified Korea, rather, will facilitate neighboring countries' prosperity and contribute to promoting East Asian stability and world peace.

As President Lee Myung Bak repeatedly emphasized at his 8.15 congratulatory speech, Korean unification will bless not only Korean people but also neighboring countries and the whole international society. The unified Korea will play a bridge role between the US and China out of its position as an Asian hub, and will give countless geo-economic benefits to both countries.

You will see the unified Korea, newly equipped with acquired confidence, is fulfilling its obligation as a member of the international society, through its relentless challenge and renovation to cope with the fast changing dynamics of international relations.

North Korea cannot continue to be a totalitarian dictatorship as it is. President Lee asserted at his keynote speech at the 66th UN plenary meeting that North Korea, as a responsible member of the international society, should keep step with other countries for promoting collective peace and prosperity.


Beyond all, North Korea should abandon its nuclear weapons. It is a definite precedent of the inter-Korean relations for coexistence and co-prosperity. Without denuclearization, inter-Korean cooperation is not even imaginable.

A nuclear-free Koran Peninsular is a mandatory obligation defined by the UN Security Council resolution as well as an agreement of both inter-Korean and Six Party talks.

Only after the denuclearization completed, Korea and the international society can gear up our endeavor to help North Korea for its development and welfare. This will be the first step of the long march toward Korean unification.

In his congratulatory speech at the inauguration of the new executive board of the National Unification Advisory Council, President Lee Myung Bak said "unification is definitely coming, and it can be realized faster than we assume if North and South Korea have firm will and do strenuous exertion".

Recalling President's saying makes me give my allegiance to Korean unification.

US, China, Russia, Japan, and other friend countries' sympathy and collaboration are valuable assets to antedate Korean unification.
