NUAC offers recommendations and advice to the President with respect to the establishment and implementation of policy for the democratic peaceful unification of Korea.

Article 10(Appointment of Council Members) The President of Republic of Korea shall appoint the person who satisfies one of the following requirements as a council member in accordance with a Presidential decree.
- The local assembly member of the metropolitan city, province, special self-governing province, county or district who was elected by the local residents in accordance with the Local Government Law
- Leaders in the metropolitan city, province, special self-governing province, city, county or district; members who can represent the national will of unification in each region at home and abroad, such as the representatives of five North Korean provinces and overseas Korean communities
- Leaders recommended by the representative of a party and a member of the National Assembly
- Leaders or members of social and vocational organizations who can represent the national will of unification
- Representative members who are determined to seek for the democratic,peaceful unification of Korea and have contributed to or can contribute to the implementation of activities for unification
Article 4 (Appointment of Council Members) ① Council members specified in Article 1 0-1 and 10-5 of the Law shall be recommended by the Secretary General of the Office of the Secretariat of NUAC(hereinafter referred to as "Secretary General") and appointed by the President of Republic of Korea in accordance with Article 9-1 of the Law, and the council members specified in Article 10-2 and 10-4 of the Law shall be recommended by the head of the following organizations to the Secretary General and appointed by the President of Republic of Korea.
- Leaders in metropolitan cities, provinces, special self-governing provinces, cities, counties or districts: Head of the local government
- Five North Korean Province representatives: Heads of five North Korean Provinces
- Overseas Korean representative: Head of the relevant diplomatic office
- Representatives or members of social organizations and vocational organizations: Head of the competent authority
In appointing council members in accordance with clause 1, the Secretary General may request a personal investigation of candidates by the relevant agency in advance.
